Ministry of Railways Designates Competent Authorities for Rajasthan Doubling Project

The Ministry of Railways (North Western Railway) issued Notification S.O. 632(E) on February 6, 2025, formally designating specific officers as 'Competent Authority' for the Luni-Samdari and Samdari-Bhildi railway doubling project in Rajasthan. This notification, published in the Gazette of India as an extraordinary issue, operationalizes a key provision of the Railways (Amendment) Act, 2008, to facilitate the efficient execution and management of the significant infrastructure project. The Central Government, through this instrument, authorized the Sub Divisional Officer, Siwana, for the Siwana sub-division in the Balotra district, to perform the functions of a Competent Authority. The notification came into force with effect from its date of publication in the official Gazette.

This approach helps in overcoming potential bureaucratic hurdles and ensures that large-scale projects, such as the 48.53 Kms Luni-Samdari and 223.44 Kms Samdari-Bhildi doubling project, are completed within stipulated timelines. The legislation provided: “In exercise of the powers conferred by clause (7A) of section 2 of the Railways (Amendment) Act, 2008 (11 of 2008), the Central Government hereby authorizes the officers mentioned in column (2) of the table below as 'Competent Authority' to perform the function as such authority under the said Act with effect from the date of publication of this notification in the official Gazette in respect of the Special Railway Project Luni-Samdari(48.53KMs) Samdari-Bhildi ( 223.44 Kms) doubling project in the state of Rajasthan relating to the sub-divisions mentioned in column (3), district mentioned in column (4) of the said table for the public purpose of execution, maintenance, management and operation of such Special Railway Project.” This designation is crucial for the effective implementation of the project, ensuring that all necessary legal and administrative actions can be taken by a designated official, thereby contributing to the overall development of the railway network in the region.
