Ministry of Railways Designates Karnataka Road Over Bridge Projects as Special Railway Projects

The Ministry of Railways, through its South Western Railway (Construction Organisation) in Bengaluru Cantonment, issued a significant notification, S.O. 5707(E), on December 9, 2025. This notification formally designated two specific infrastructure initiatives in the State of Karnataka as "Special Railway Projects." The issuance was made in exercise of the powers conferred by clause 37(A) of Section 2 of the Railways Act, 1989 (Act no. 24 of 1989). The primary objective behind this declaration was to facilitate the provision of National Infrastructure for a Public Purpose. The notification came into force immediately upon its publication in the Official Gazette.

The designated projects involve the construction of Road Over Bridges (ROBs) in the Vijayapura district of Karnataka. Specifically, the first project entails the construction of an ROB in lieu of Level Crossing (LC) No. 113, situated at Kilometer 250/600-700, in Lachyan village, Indi Taluk. The second project focuses on building an ROB to replace LC No. 72, located at Kilometer 164/200-300, in Mulavad village, Kolhar Taluk. Both projects aim to enhance the railway network and improve safety by eliminating existing level crossings. The legislation provided: “...hereby notifies the project, as Special Railway Project mentioned in the table below, in the State of Karnataka for providing National Infrastructure for a Public Purpose...”

This notification underscores the legislative intent to prioritize and expedite critical railway infrastructure development. The policy rationale behind designating these projects as "Special Railway Projects" is rooted in the need to streamline their implementation, ensuring that vital national infrastructure is developed efficiently for the benefit of the public. By replacing level crossings with Road Over Bridges, the projects are expected to significantly enhance safety for both road users and railway operations, reduce traffic congestion, and improve the overall flow of transportation.
