Ministry of Railways Notifies Mankapur-Tikri Doubling as Special Railway Project

The Ministry of Railways, acting through the North Eastern Railway’s Construction Organisation, issued a formal notification on July 9, 2025, to designate a significant infrastructure undertaking in Uttar Pradesh as a Special Railway Project. This statutory instrument, identified as S.O. 3064(E) and published in the Gazette of India, specifically categorized the doubling of the railway line between Mankapur and Tikri, including the Y-Connection at Mankapur (Jhilahi-Tikri), under this specialized legal status. The notification was issued by the Chief Administrative Officer (Construction) and applied to the project situated within the Gonda district. As per the terms of the instrument, the notification became legally effective on the date of its publication in the Official Gazette.

The legislative intent behind this notification was rooted in the need to accelerate the development of critical rail infrastructure. By invoking specific provisions of the Railways Act, 1989, the Central Government established a clear legal pathway for the execution of the doubling project.

The legislation provided: “In exercise of the powers conferred by clause (37A) of section 2 of the Railways Act, 1989, the Central Government, on the date of publication of this notification in the Official Gazette, notifies the project mentioned in column (2) in mentioned State in column (4) of table given below as Special Railway Projects.” This designation as a Special Railway Project a category of railway projects notified by the Central Government for providing public transport or for the purposes of the Act allowed the administration to utilize streamlined execution mechanisms.

The policy rationale for this move addressed the statutory requirements for expanding rail capacity in high-traffic corridors. Prior to this notification, the Mankapur-Tikri section operated under general railway regulations, which could lead to administrative bottlenecks in land acquisition or project funding. The new status addressed these limitations by providing a specific statutory mandate for the doubling work the addition of a parallel track to increase the volume of trains and the construction of a Y-Connection, which is a triangular junction allowing seamless movement between different rail directions. This infrastructure upgrade is expected to significantly improve the logistics and passenger movement within the Gonda district and the wider North Eastern Railway network. The notification served as the formal enforcement mechanism to transition the project from a planned initiative to a legally recognized priority infrastructure work under the national railway framework.
