Mizoram Legal Service Rules Updated with New Recruitment and Training Mandates

The Mizoram Legal Service (Amendment) Rules, 2025, a significant piece of delegated legislation, were issued by the Governor of Mizoram on August 22, 2025. Schedule-III introduced new eligibility requirements for the Junior Grade, mandating that candidates achieve a minimum score in a qualifying test of Mizo Language Proficiency, as prescribed by the government, and possess a minimum of three years of active legal practice as an advocate in courts of civil and criminal jurisdiction. Previous "Note 1" and "Note 2" entries in Schedule-III were also omitted. The clarification of promotion pathways and deputation criteria for the Senior Grade also sought to establish clear career progression mechanisms and ensure continuity in leadership. The legislation provided: “During the period of probation or any extension thereof, an officer directly recruited to the post of Junior Grade of the service shall undergo mandatory training programme on Basic Course in Legislative Drafting, conducted by Institute of Legislative Drafting and Research, Legislative Department, Ministry of Law and Justice, Government of India”, underscoring the emphasis on specialized skill development. These amendments collectively aim to elevate the standards of the Mizoram Legal Service, making it more efficient, skilled, and responsive to the state's legal and administrative requirements.
