Mizoram Notifies New Rules for Planning, Economic & Statistical Service

The Government of Mizoram recently issued the Mizoram Planning, Economic & Statistical Service Rules, 2025, a significant piece of delegated legislation published in the Official Gazette on May 26, 2025. These new rules, enacted by the Governor of Mizoram under the powers conferred by the proviso to Article 309 of the Constitution of India, supersede the earlier Mizoram Planning, Economic & Statistical Service Rules, 2008. The primary reason for their enactment was to comprehensively regulate the method of recruitment and the conditions of service for the Mizoram Planning, Economic & Statistical Service (MPE&SS). The legislation came into force immediately upon its publication in the Official Gazette.

The newly constituted Mizoram Planning, Economic & Statistical Service classifies all its posts as Group 'A'. The rules meticulously detail the authorized strength of various grades within the Service, including Senior Administrative Grade, Selection Grade, Junior Administrative Grade, Senior Grade, and Junior Grade, along with their respective pay matrix levels and the number of posts, as outlined in Schedule-I. The Government retains the authority to adjust the authorized strength and include or exclude posts in consultation with the Mizoram Public Service Commission (MPSC). Key provisions also establish the methods of recruitment for different grades, which include promotion, direct recruitment, and a Limited Departmental Examination, with specified percentages for each method. For instance, the Junior Grade will see 40% of vacancies filled by promotion, 40% by direct recruitment, and 20% through a Limited Departmental Examination. The rules also lay down detailed eligibility criteria, including educational qualifications and age limits for direct recruitment, as specified in Schedule-III. For the Junior Grade, a Master's degree in Economics, Statistics, Econometrics, Mathematics, or Commerce from a recognized university, along with basic computer knowledge and Mizo Language Proficiency, is mandated. Provisions for filling duty posts by deputation for a period not exceeding three years, extendable up to five years in special circumstances, are also included. Seniority of members, both existing and newly recruited, is to be determined according to general guidelines issued by the Government. A two-year probation period is prescribed for direct recruits, with provisions for extension or discharge if performance is unsatisfactory. The legislation provided: “In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Mizoram Planning, Economic & Statistical Service Rules, 2008 notified in the Mizoram Gazette Extra Ordinary Issue No. 183, dated 29.05.2008 except as respects things done or omitted to be done before such supersession, the Governor of Mizoram hereby makes the following rules regulating the method of recruitment and the conditions of service of the Mizoram Planning, Economic & Statistical Service, namely:–”

The legislative intent behind these comprehensive rules is to establish a clear, transparent, and efficient framework for the recruitment, promotion, and overall management of the Mizoram Planning, Economic & Statistical Service. By superseding the 2008 rules, the Government aimed to address any statutory gaps or limitations in the previous framework and introduce a more contemporary and robust system for its planning and statistical personnel. The detailed schedules for grades, recruitment methods, and qualifications are designed to ensure that the Service attracts and retains highly qualified professionals essential for the state's economic and statistical functions. The rules introduce specific eligibility criteria and service conditions, thereby creating new obligations and rights for the members of the Service. The establishment of Departmental Promotion Committees (DPCs) and the mandatory consultation with the Mizoram Public Service Commission for various recruitment methods, as detailed in Schedule-IV, underscore the commitment to merit-based selections and promotions. The rules also include provisions for training and departmental examinations, ensuring continuous professional development. A saving clause ensures that existing reservations and concessions for Scheduled Castes, Scheduled Tribes, Ex-servicemen, and other special categories remain unaffected. The power to relax certain provisions, in consultation with the MPSC, is also vested in the State Government, allowing for flexibility in exceptional circumstances.
