Mizoram Public Service Commission Enacts New Recruitment Rules for Group 'A' Posts

The Governor of Mizoram issued the Mizoram Public Service Commission (Group 'A' posts) Recruitment Rules, 2025, a new set of delegated legislation published in the Mizoram Gazette EXTRAORDINARY on March 19, 2025. These rules came into force immediately upon their publication, replacing the Mizoram Public Service Commission (Group 'A' posts) Recruitment Regulation, 1994, and all subsequent amendments notified in 1995, 2003, 2006, 2008, and 2015. A significant provision, Rule 5, addresses disqualification, stating that individuals who have entered into or contracted a marriage with a person having a living spouse, or vice versa, shall not be eligible for appointment. However, the State Government retains the power to grant exemptions if such a marriage is permissible under the personal law applicable to the individuals and if other valid grounds exist. The rules further mandate that every official recruited under these provisions must undergo prescribed training or pass departmental examinations as required from time to time. The Commission holds the power to relax any of the rules' provisions for specific classes or categories of persons, provided reasons are recorded in writing and consultation with the Department of Personnel & Administrative Reforms occurs. Importantly, the legislation provided: “...the Governor of Mizoram hereby makes the following rules regulating the method of recruitment to the posts of Additional Secretary, Joint Secretary, Deputy Secretary, Under Secretary, Deputy Controller of Examinations, Superintendent and Assistant Controller of Examinations under Mizoram Public Service Commission...” The rules also include a saving clause, ensuring that existing reservations, age limit relaxations, and other concessions for Scheduled Castes, Scheduled Tribes, Ex-servicemen, and other special categories, as per Government of Mizoram orders, remain unaffected.
