Mizoram Public Service Commission Establishes New Recruitment Rules for Group 'B' and 'C' Posts

The Governor of Mizoram issued the Mizoram Public Service Commission (Group 'B' & 'C') Recruitment Rules, 2025, on March 17, 2024, which subsequently came into force upon their publication in the Official Gazette on March 19, 2025. These comprehensive rules, enacted under the powers conferred by the proviso to Article 318 read with Article 309 of the Constitution, supersede the Mizoram Public Service Commission (Group 'B', 'C' & 'D' posts) recruitment Regulation, 1995, its subsequent amendment in 1999, and the Mizoram Public Service Commission (Group 'C' posts) recruitment Rules, 1994. The new framework applies to various Group 'B' and 'C' positions within the Mizoram Public Service Commission (MPSC), specifically regulating the recruitment methods for Assistant Grade, Upper Division Clerk, Data Entry Operator, and Lower Division Clerk posts. Key provisions outline the number of posts, their classification, and the corresponding levels in the pay matrix, along with detailed criteria for age limits, educational qualifications, and other essential requirements. For direct recruitment, candidates for Assistant Grade and Upper Division Clerk must hold a Bachelor's degree, while Data Entry Operator requires a Higher Secondary School Leaving Certificate (HSSLC) with a six-month Certificate in Computer Application (CCA), and Lower Division Clerk requires HSSLC with a Diploma in Computer Application. All direct recruits must possess basic computer knowledge and achieve a minimum score in a qualifying Mizo Language Proficiency test. The age limit for direct recruitment across these posts is set between 18 and 35 years, with the crucial date for age determination being the closing date for application receipt. The rules also specify a two-year probation period for direct recruits and detail the methods of recruitment, which include direct recruitment, promotion, and Limited Departmental Examinations, with varying percentages allocated to each method for different posts.
