New Recruitment Rules for Central Civil Accounts Service Assistant Accounts Officers Issued

The Ministry of Finance, Department of Expenditure, through a notification issued on February 27, 2025, formally introduced the Ministry of Finance, Department of Expenditure, Central Civil Accounts Service, Assistant Accounts Officer (Group 'B' Post) Recruitment Rules, 2025. These new rules came into force on the date of their publication in the Official Gazette and supersede the Central Civil Accounts Service (Junior Accounts Officer and Assistant Accounts Officer) Recruitment Rules, 2000, with the exception of actions already taken or omitted under the previous framework. The issuance of these rules aims to streamline and update the method of recruitment for the crucial post of Assistant Accounts Officer within the Central Civil Accounts Service.
The newly notified rules specify a total of 2153 posts for Assistant Accounts Officers, a number subject to variation based on workload. These positions are classified under the General Central Service, Group 'B', Gazetted, Ministerial category, and are placed at Level-8 in the pay matrix, corresponding to a salary range of Rs. 47600-151100. The rules also provide for a non-functional upgradation to Level-9 in the pay matrix (Rs. 53100-167800) upon completion of four years of regular service in Level-8. The recruitment process is multi-faceted: ten per cent of vacancies are to be filled by promotion, while ninety per cent are designated for promotion through a Limited Departmental Competitive Examination (an internal competitive examination for existing departmental candidates seeking promotion). Should these methods not suffice, vacancies may be filled by deputation, and failing both, by direct recruitment. For direct recruits, the age limit is set at not exceeding thirty years, with a relaxation of up to five years for Government servants. Essential qualifications include a Bachelor's degree from a recognized University or Institute with Commerce or Accounts as one of the subjects, while desirable qualifications encompass professional certifications such as Chartered Accountant, Cost Accountant, Company Secretary, or Master's degrees in Commerce, Business Studies, Business Administration (Finance), or Business Economics. A disqualification clause stipulates that individuals involved in bigamous marriages are ineligible, though the Central Government retains the power to grant exemptions under specific conditions. The rules also include a savings clause to ensure that reservations, age-limit relaxations, and other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen, and other special categories remain unaffected.
