New Recruitment Rules for Multi-Tasking Staff in Ministry of Parliamentary Affairs Notified

The Ministry of Parliamentary Affairs has issued new regulations governing the method of recruitment for Multi-Tasking Staff (MTS) within its establishment. These rules, officially titled the Ministry of Parliamentary Affairs, Multi-Tasking Staff Recruitment Rules, 2025, were published as a Notification, G.S.R. 508(E), in the Official Gazette on July 28, 2025, and came into force on that date. The issuance of these rules stems from the powers conferred by the proviso to article 309 of the Constitution, and they explicitly supersede the Ministry of Parliamentary Affairs, Multi Tasking Staff Recruitment Rules, 2014, with the caveat that actions taken or omitted under the previous rules before this supersession remain unaffected.
The new rules detail the framework for appointing individuals to the Multi-Tasking Staff positions. They specify a total of 26 posts for the year 2025, noting that this number is subject to variation based on workload. These positions are classified as General Central Service Group 'C' Non-Gazetted, Non-Ministerial, and are placed at Level-1 in the Pay Matrix, corresponding to a salary range of Rs.18000-56900. The method of recruitment outlined is exclusively by Direct Recruitment. For direct recruits, the age-limit is set between 18 and 25 years, with a provision for relaxation for departmental candidates up to 40 years, in line with Central Government instructions. The crucial date for determining age-limit will be as advertised by the Staff Selection Commission. Educational qualifications require a 10th class pass from a recognised Board, with a note that these qualifications may be relaxed at the discretion of the Staff Selection Commission or competent authority for well-qualified candidates, or for Scheduled Castes/Scheduled Tribes candidates if sufficient numbers with requisite experience are not available. A two-year probation period is mandated for new appointees, which includes a compulsory induction training of at least two weeks for successful completion. The rules also stipulate a disqualification for individuals who have entered into or contracted marriage with a person having a living spouse, or vice versa, though the Central Government retains the power to grant exemptions under specific conditions. Furthermore, a saving clause ensures that reservations, age-limit relaxations, and other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-Servicemen, and other special categories, as per Central Government orders, remain unaffected. The legislation provided: “In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Parliamentary Affairs, Multi Tasking Staff Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Ministry of Parliamentary Affairs, namely:—”
