New Recruitment Rules for National Consumer Disputes Redressal Commission Group 'B' Posts Notified

The Central Government, through the Ministry of Consumer Affairs, Food and Public Distribution (Department of Consumer Affairs), issued a significant notification on February 22, 2023, establishing the National Consumer Disputes Redressal Commission (Group 'B' posts) Recruitment Rules, 2023. These rules were enacted in exercise of the powers conferred by clause (zb) of sub-section (2) of section 101 read with sub-section (3) of section 57 of the Consumer Protection Act, 2019 (35 of 2019). The new rules came into force immediately upon their publication in the Official Gazette on the same date.

The legislation provided: “The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.” This Schedule delineates the specific requirements for various posts, including Section Officer, Private Secretary, Court Master, Accounts Officer, Assistant, Stenographer Grade 'C', Accountant-cum-Cashier, Computer Programmer, Assistant Librarian, and Hindi Translator. For instance, the recruitment for posts like Section Officer and Assistant involves a combination of promotion, deputation (temporary transfer from one government department to another), and in some cases, direct recruitment. Educational qualifications range from Bachelor's degrees for Assistants to Master's degrees with specialized experience for Hindi Translators and Computer Programmers. Age limits are prescribed for direct recruits, typically not exceeding thirty years, with relaxations available for government servants. The rules also specify disqualification criteria, stating that a person who has entered into or contracted a marriage with a person having a spouse living, or vice versa, shall be ineligible for appointment, though the Central Government retains the power to grant exemptions under specific conditions.

The legislative intent behind these rules is to establish a clear, transparent, and standardized mechanism for staffing the Group 'B' posts within the NCDRC.
