New Recruitment Rules for Principal Private Secretary in Ministry of Parliamentary Affairs Notified

The Ministry of Parliamentary Affairs recently issued new regulations governing the method of recruitment for the post of Principal Private Secretary. These rules, officially titled the Ministry of Parliamentary Affairs, Principal Private Secretary Recruitment Rules, 2025, were published as a Notification, G.S.R. 509(E), in the Gazette of India on July 28, 2025. The new rules came into force immediately upon their publication in the Official Gazette, thereby establishing the updated framework for appointments to this key position. The newly enacted rules specify that there are two posts for Principal Private Secretary, subject to variation based on workload, classified under the General Central Service, Group 'A', Gazetted, Ministerial category. These positions are placed at Level-11 in the pay matrix, with a salary range of Rs. 67,700 to Rs. 2,08,700. The primary method of recruitment for these posts is by promotion, failing which, by deputation. For promotion, candidates must be Private Secretaries in Level-8 of the pay matrix with six years of regular service in the grade and must have successfully completed two to four weeks of relevant training. In cases of deputation, officers from Central, State, or Union Territory Governments holding analogous posts on a regular basis, or those with six years of service in Level-8, are eligible. Such candidates must also possess a stenography speed of one hundred words per minute in English or Hindi and have five years of stenography experience. A probation period of two years is stipulated for appointees.

The rules also address potential disqualifications, stating that individuals who have entered into or contracted marriage with a person having a living spouse, or who, having a spouse living, have entered into or contracted a marriage with any person, shall not be eligible for appointment. However, the Central Government retains the power to exempt any person from this rule if satisfied that such marriage is permissible under their personal law and other grounds exist. Furthermore, the Central Government may, in consultation with the Union Public Service Commission (UPSC), relax any provisions of these rules for specific classes or categories of persons, provided reasons are recorded in writing. A crucial saving clause ensures that the rules do not affect reservations, age-limit relaxations, and other concessions mandated for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-Servicemen, and other special categories, in accordance with existing government orders.

The legislative intent behind these rules is to establish a clear, structured, and updated mechanism for filling the crucial post of Principal Private Secretary within the Ministry of Parliamentary Affairs. By superseding the 2010 rules, the government aimed to streamline the recruitment process, address any limitations of the previous framework, and align the criteria with current administrative requirements and service conditions. The detailed provisions regarding promotion and deputation criteria, including specific service periods and skill requirements like stenography speed, reflect a policy rationale to ensure that only suitably qualified and experienced personnel are appointed to these senior secretarial roles. The inclusion of a Departmental Promotion Committee (DPC) comprising a Chairman or Member from the UPSC, along with senior officials from the Ministry, underscores the commitment to a fair and merit-based selection process, with consultation with the UPSC being necessary on each occasion, except where exempted by regulations.
