New Recruitment Rules for Staff Car Drivers in Ministry of Parliamentary Affairs Notified

The Ministry of Parliamentary Affairs has issued new regulations governing the recruitment of Staff Car Drivers across various grades, superseding previous rules from 2012. These new provisions, titled the Ministry of Parliamentary Affairs, Staff Car Driver (Special Grade), Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade) Recruitment Rules, 2025, were formally notified through G.S.R. 504(E) on July 25, 2025, and came into force upon their publication in the Official Gazette on July 28, 2025. The issuance of these rules stems from the inherent power vested in the President under the proviso to Article 309 of the Constitution of India, which empowers the executive to make rules regulating the recruitment and conditions of service of persons appointed to public services and posts in connection with the affairs of the Union. The legislation provided: “In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Parliamentary Affairs, Staff Car Driver (Grade I), Staff Car Driver(Grade II), Staff Car Driver(Ordinary Grade) and Dispatch Rider (Group 'C' posts) Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Drivers in the Ministry of Parliamentary Affairs, namely:”

A saving clause ensures that existing reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-Servicemen, and other special categories remain unaffected. Departmental Promotion Committees (DPCs) are constituted for considering promotions and confirmations, with specific compositions for Group 'B' and Group 'C' posts, including provisions for associating a Scheduled Castes or Scheduled Tribes officer if no existing member belongs to these categories. Probation periods are also prescribed, typically two years for direct recruits.
