New Recruitment Rules for Workshop Supervisors in Differently Abled Centres Notified

The Ministry of Labour and Employment, through its Directorate General of Employment, issued a significant notification on August 1, 2025, publishing the National Career Service Centre for Differently Abled, Workshop Supervisor (Group 'B' Non-Gazetted Posts) Recruitment Rules, 2025. These rules, which came into force upon their publication in the Official Gazette on August 27, 2025, were enacted by the President in exercise of powers conferred by the proviso to article 309 of the Constitution. The primary purpose of these rules is to regulate the method of recruitment for the post of Workshop Supervisor, a Group 'B' (Non-Gazetted) position within the offices of the National Career Service Centre for Differently Abled, operating under the Directorate General of Employment.
The new rules supersede the Vocational Rehabilitation Centres (Group 'B' Non-Gazetted posts) Recruitment Rules, 1996, specifically concerning the post of Workshop Engineer, and the Vocational Rehabilitation Centres (Group C and D posts) Recruitment Rules, 1980, as they pertained to the post of Workshop Foreman. This supersession, however, preserves actions taken or omitted before its commencement. The Schedule annexed to the rules specifies that there are 20 Workshop Supervisor posts, classified as General Central Service, Group 'B' Non-Gazetted Non-Ministerial, with a pay matrix at Level-7 (Rs.44,900-1,42,400). These are designated as selection posts, and the method of recruitment is exclusively by promotion, with no provisions for direct recruitment or probation.
Eligibility for promotion to Workshop Supervisor requires a Vocational Instructor in Level 6 of the pay matrix (Rs. 35400-112400) to have completed five years of regular service in that grade within any National Career Service Centre for Differently Abled. Additionally, candidates must have successfully completed two weeks of training in the relevant field of duties and responsibilities of a Workshop Supervisor from the National Institute for Career Services, NOIDA, or any other Government of India-recognised institute. A Departmental Promotion Committee (DPC) comprising the Director (Employment), Deputy Secretary (Administration), Under Secretary, and a Deputy or Assistant Director (Employment) from the Directorate General of Employment is constituted for considering promotions, with no consultation with the Union Public Service Commission deemed necessary for this process. The rules also include a disqualification clause for individuals involved in bigamous marriages, though the Central Government retains the power to grant exemptions under specific conditions. Furthermore, the Central Government may relax any provisions of these rules for any class or category of persons, in consultation with the Union Public Service Commission, for recorded reasons. A saving clause ensures that existing reservations, age-limit relaxations, and other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-Servicemen, and other special categories remain unaffected.
The legislative intent behind these rules is to establish a clear, standardized, and updated framework for staffing the crucial role of Workshop Supervisor within specialized centres dedicated to the differently abled. By superseding older, potentially fragmented recruitment rules, the government aims to streamline the administrative process and ensure that qualified personnel are appointed through a well-defined promotional channel. The earlier legal position involved separate rules for Workshop Engineer and Workshop Foreman, and these new rules consolidate and redefine the recruitment for the Workshop Supervisor role, addressing any statutory gaps or limitations in the previous framework. The legislation provided: “...regulating the method of recruitment to the post of Workshop Supervisor, Group 'B' (Non-Gazetted) in the offices of National Career Service Centre for Differently Abled under the Directorate General of Employment, Ministry of Labour and Employment...” This focus underscores the policy rationale of ensuring efficient and effective service delivery in these specialized centres. The emphasis on promotion from within, coupled with specific service and training requirements, aims to foster career progression for existing Vocational Instructors while ensuring they possess the necessary skills and experience for the supervisory role. This structured approach is designed to enhance the operational capabilities of the National Career Service Centres for Differently Abled, ultimately benefiting the individuals they serve.
