New Recruitment Rules Issued for Assistant Director (Official Language) in Botanical Survey of India

The Ministry of Environment, Forest and Climate Change has issued new recruitment rules for the post of Assistant Director (Official Language) within the Botanical Survey of India. These rules, titled the Botanical Survey of India, Assistant Director (Official language) Recruitment Rules, 2025, were notified on June 3, 2025, and came into force upon their publication in the Official Gazette on June 26, 2025. The issuance of these rules by the President, exercising powers conferred by the proviso to article 309 of the Constitution, effectively supersedes the Botanical Survey of India (Hindi Officer) Recruitment Rules, 1980, while preserving actions taken or omitted under the previous rules. The legislation provided: “...in supersession of the Botanical Survey of India (Hindi Officer) Recruitment Rules, 1980, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Official Language) in the Botanical Survey of India under the Ministry of Environment, Forest and Climate Change...”

The new rules detail the method of recruitment, age-limit, qualifications, and other related matters for the single post of Assistant Director (Official Language), which is classified as General Central Service, Group 'A', Non-Ministerial, with a pay matrix level of 10 (Rs. 56,100-1,77,500/-). Recruitment for this selection post will primarily be by promotion, failing which by deputation. For promotion, Junior Translation Officers in Level-6 with ten years of regular service (or eight years for those holding feeder posts on the commencement date of these rules) and successful completion of specified training are eligible. Deputation is open to officers from Central Government, State Governments, or Union Territories holding analogous posts on a regular basis, or with specified years of service in lower pay levels (Level-9, 8, or 7). Deputationists must also possess a Master's degree in Hindi or English with the other language as a compulsory subject, or a Master's degree in any subject with Hindi or English medium and the other language as a compulsory subject at the graduation level, along with three years of experience in terminological work, translation, or teaching/research in Hindi and English. A two-year probation period is stipulated for appointees. The rules also include a disqualification clause for individuals involved in bigamous marriages, though the Central Government retains the power to grant exemptions under specific conditions. Furthermore, the Central Government may relax any provision of these rules for any class or category of persons, with reasons recorded in writing.

The legislative intent behind these rules is to establish a clear and updated framework for the recruitment of the Assistant Director (Official Language) post, ensuring that the Botanical Survey of India is staffed with appropriately qualified personnel to manage official language requirements. The earlier legal position, governed by the 1980 rules, necessitated an update to align with contemporary service conditions, pay scales, and qualification standards. These rules address potential statutory gaps and limitations by providing a comprehensive scheme for both promotion and deputation, thereby ensuring continuity and expertise in the role. The rules explicitly state that nothing shall affect reservations, age-limit relaxations, and other concessions for Scheduled Castes, Scheduled Tribes, Ex-servicemen, Other Backward Classes, and other special categories, in accordance with existing Central Government orders. The process involves consultation with the Union Public Service Commission (UPSC) for appointments by promotion, and a Departmental Promotional Committee (DPC) is constituted for considering both promotion and confirmation, comprising officials from UPSC, the Ministry, and the Botanical Survey of India. The maximum age limit for appointment by deputation is set at fifty-six years.
