New Recruitment Rules Issued for Central Civil Accounts Service Senior Accounts Officers

The Ministry of Finance (Department of Expenditure), through its Controller General of Accounts, issued new regulations governing the recruitment of Senior Accounts Officers within the Central Civil Accounts Service. These rules, officially titled the Central Civil Accounts Service, Senior Accounts Officer Recruitment Rules, 2025, were published as Notification G.S.R. 557(E) in the Official Gazette on August 18, 2025, and came into force on that date. The new framework was established by the President in exercise of powers conferred by the proviso to article 309 of the Constitution, and it explicitly supersedes the Central Civil Accounts Service (Pay and Accounts Officer and Senior Accounts Officer) Recruitment Rules, 2000, while preserving actions taken under the previous rules.

The legislation provided: “...regulating the method of recruitment to the posts of Senior Accounts Officer of the Central Civil Accounts Service...” The rules specify the number of posts, their classification, and the level in the pay matrix, detailing 1159 Senior Accounts Officer positions, subject to variation based on workload. These posts are classified as General Central Service, Ministerial, Gazetted, Group-'A', with a pay level of 10 in the pay matrix (Rs. 56100-177500). The rules outline the method of recruitment, age limits, and qualifications, primarily through promotion, failing which by deputation. A disqualification clause stipulates that individuals who have entered into or contracted a marriage with a person having a living spouse, or who, having a living spouse, have married another person, are ineligible for appointment, though the Central Government retains the power to grant exemptions under specific conditions. Furthermore, the Central Government may relax any provisions of these rules for any class or category of persons, in consultation with the Union Public Service Commission (UPSC), provided reasons are recorded in writing. The rules also include a saving clause, ensuring that existing reservations, age limit relaxations, and other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen, and other special categories remain unaffected.

The primary objective behind the enactment of the Central Civil Accounts Service, Senior Accounts Officer Recruitment Rules, 2025, is to update and streamline the process for appointing Senior Accounts Officers, thereby ensuring the Central Civil Accounts Service is staffed with appropriately qualified and experienced personnel. The supersession of the 2000 rules indicates a policy rationale to address an outdated statutory framework, likely to align recruitment criteria with contemporary administrative requirements, pay structures, and service conditions. The new rules introduce detailed criteria for promotion, requiring Assistant Accounts Officers in level-8 of the pay matrix to have seven years of regular service, including service in the non-functional grade of level-9, along with successful completion of mandatory training. For deputation, officers from Central, State, or Union Territory Administrations must hold analogous posts on a regular basis, or possess specific years of service in equivalent pay levels, coupled with a pass in the Subordinate Accounts Service or equivalent examination, or relevant training and experience in finance, budgeting, or accounts. The rules also establish the composition of the Group 'A' Departmental Promotion Committee, which includes a Chairman or Member of the UPSC, and mandates consultation with the UPSC for promotions, underscoring a commitment to merit-based selection and transparency in the recruitment process. The specified probation period for promotees is two years, and the maximum age limit for appointment by deputation is set at fifty-six years.
