New Recruitment Rules Issued for Sashastra Seema Bal Combatised Group 'C' Tradesmen Posts

The Ministry of Home Affairs recently issued a significant notification, the Ministry of Home Affairs, Sashastra Seema Bal, Combatised, Engineering and Tradesmen Cadre (Group 'C' Posts) Recruitment Rules, 2025. This instrument, published as a Notification (G.S.R. 524(E)) in the Gazette of India on August 1, 2025, formally regulates the method of recruitment for various Group 'C' combatised posts within the Sashastra Seema Bal (SSB). A crucial provision outlines disqualification criteria for individuals who have entered into or contracted a marriage with a person having a living spouse, or vice versa, though the Central Government retains the power to grant exemptions under specific conditions. Furthermore, the rules stipulate that only persons meeting the medical category of SHAPE-1, as per Ministry of Home Affairs guidelines for Central Armed Police Forces, are eligible for appointment. Incumbents holding these posts on a regular basis prior to the commencement of these rules are deemed to have been appointed under the new provisions, with their previous service considered for probation, promotion, confirmation, and pension. All appointees under these rules are liable to serve anywhere in India or abroad, reflecting the operational nature of the Sashastra Seema Bal. They introduce specific Departmental Promotion Committees (DPCs) for considering promotions, outlining their composition, such as a Group 'C' DPC for Assistant Sub-Inspector (Electrician) promotions chaired by a Deputy Inspector General. For Head Constable promotions, the DPC is typically chaired by a Commandant. The rules also clarify the superannuation age at sixty years and include a saving clause to ensure that existing reservations, age relaxations, and other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special categories remain unaffected. The Central Government retains the power to interpret the rules and to relax any of their provisions for specific classes or categories of persons, provided reasons are recorded in writing.
