New Regulations Introduce 'Gyan Post' Service for Educational and Knowledge-Based Materials

The Ministry of Communications, Department of Posts, issued the Post Office (Second Amendment) Regulations, 2025, through a notification on April 28, 2025. These regulations, enacted in exercise of powers conferred by section 13 of the Post Office Act, 2023 (43 of 2023), introduce a new category of postal service named "Gyan Post" to facilitate the transmission of specific types of books and packets. The amendments came into force on May 1, 2025, and modify the existing Post Office Regulations, 2024, which were originally published in December 2024 and previously amended in March 2025.

The newly inserted regulation 92A outlines the scope and conditions for the "Gyan Post" service. It permits the transmission of books or packets containing books related to syllabi for correspondence and regular courses offered by recognized boards of education, government universities, and autonomous or statutory bodies under the government. Additionally, literature of a social, cultural, and religious nature, issued or published in accordance with relevant laws, and textbooks used by aspirants of various competitive examinations are eligible for this service. The legislation provided: "...A book or packet containing the books related with the following, may be transmitted as a "Gyan Post" item, subject to the conditions mentioned in sub regulations (2): (a) prescribed in syllabus for correspondence and regular courses for students by: (i) recognized boards of education, universities of the Government; (ii) autonomous bodies and statutory bodies under the Government (b) containing the literature related with social, cultural and religious nature issued or published in accordance with relevant law of the land; (c) text book used by aspirants of various competitive examinations". The term "Book" is broadly defined to include every volume, part, or division of a volume in any language, as well as sheets of music, maps, charts, or plans that are separately printed and consist wholly or substantially of reading matter, paintings, photographs, diagrams, or similar content, with or without blank spaces for notations by students.

Several conditions govern the use of the "Gyan Post" service. Packets must not contain publications issued at regular intervals, such as magazines or journals. Each packet must bear the inscription "Gyan Post" on the outside, and the books within should not include advertisements other than incidental announcements or lists of books. Every book must display the name of its printer or publisher, and books of a business or commercial nature are explicitly excluded. Furthermore, books in such packets should not bear any character or inscription reproduced by means other than printing or manuscript, with exceptions for personal details like the recipient's name, date, sender's address, or complimentary notes. Price lists, bills, or orders for book supply are generally prohibited, though an invoice or bill pertaining to the publication being sent is permitted. All "Gyan Post" items are mandated to be trackable, meaning no untracked or ordinary items will be accepted under this category. They must be address-specific and transmitted via surface mode. Senders have the option to avail value-added services like registration, proof of delivery, and insurance upon payment of applicable fees. Each item must include a delivery address and the sender's return address and is subject to inspection by post office officials. In cases where an item is found ineligible or in violation of the prescribed conditions, it will be treated as an "India Post Parcel - Retail product" and charged double the deficiency between the postage already paid and the postage payable for a retail parcel. The minimum weight for a "Gyan Post" packet is 300 grams, with a maximum weight limit of 5 kilograms. The postage rates for "Gyan Post" items are specified in Table X of Schedule I of the regulations, with rates ranging from Rs. 20 for up to 300 grams to Rs. 100 for items between 4001 to 5000 grams.

The legislative intent behind these regulations is to streamline and facilitate the transmission of educational, cultural, and knowledge-based materials across the country. By introducing a dedicated service with specific guidelines and rates, the government aims to address the need for an efficient and regulated postal channel for such content. This initiative fills a statutory gap by creating a specialized category that distinguishes these materials from general parcels or ordinary mail, ensuring their proper handling and delivery. The regulations establish clear obligations for senders regarding content, packaging, and addressing, while also providing enforcement mechanisms through inspection and a penalty system for non-compliance. This structured approach is designed to support learning, cultural exchange, and access to information by making the postal network a more accessible and reliable medium for the dissemination of knowledge.
