New Rules Establish Recruitment and Service Conditions for DST Group 'A' Gazetted Scientists

The Ministry of Science and Technology, Department of Science and Technology, issued a significant notification on March 27, 2025, introducing the Department of Science and Technology Group 'A' Gazetted Posts (Non-ministerial, Scientific and Technical) Rules, 2025. This new set of rules, published in the Official Gazette, came into force on the date of its publication, superseding the Department of Science and Technology Group 'A' Gazetted Posts (non-ministerial, scientific and technical) Rules, 2013. The issuance of these rules was undertaken in exercise of the powers conferred by the proviso to article 309 of the Constitution, which empowers the President to make rules regulating the recruitment and conditions of service of persons appointed to public services and posts in connection with the affairs of the Union. The legislation provided: “...the President hereby makes the following rules regulating the method of recruitment and the conditions of service to the Group 'A' posts in the Department of Science and Technology...” These comprehensive rules govern the method of recruitment and the conditions of service for Group 'A' posts, specifically for Scientists 'B' through 'G', within the Department of Science and Technology. They detail the classification, number of posts, and the level in the pay matrix for each scientific grade, with a total sanctioned strength of 114 posts across various levels. The rules outline diverse recruitment methods, including direct recruitment, promotion, and deputation (including short-term contract), for different scientist grades. A key aspect is the integration of the Revised Flexible Complementing Scheme (RFCS), issued by the Department of Personnel and Training, which dictates the framework for promotion and upgradation of scientists. The rules also specify the essential educational qualifications, experience, and age limits for direct recruits, as well as the criteria for deputation from other government bodies or research institutions. Furthermore, they establish detailed procedures for probation, confirmation, and the assessment process for promotions, including the composition of various screening and assessment committees.

The rules introduce a two-level assessment process, comprising Level-1 Screening by an Internal Screening Committee and Level-2 Screening by an Assessment Board or Departmental Peer Review Committee, to ensure thorough evaluation of candidates. This structured assessment, conducted twice a year, aims to streamline career progression while maintaining high standards. The rules also clarify the treatment of experience, including the period spent on obtaining a doctorate degree, for counting towards essential experience requirements. They mandate the annual submission of Annual Work Reports and Annual Performance Appraisal Reports, emphasizing continuous performance evaluation. Furthermore, the rules detail probation periods for newly appointed scientists and outline the composition of Departmental Confirmation Committees, ensuring proper oversight for permanent appointments. A saving clause explicitly states that the rules shall not affect reservations and other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and other special categories, in line with Central Government orders. The Central Government retains the power to relax any provisions of these rules, in consultation with the Department of Personnel and Training and, where necessary, the Union Public Service Commission, for specific classes or categories of persons.
