Parliament Enacts Law for Supplementary Appropriations for Jammu and Kashmir Union Territory

The Jammu and Kashmir Appropriation Act, 2024, an Act of Parliament, received the assent of the President on February 15, 2024, and was published for general information on the same date, thereby coming into force immediately. This legislation was enacted to authorise the payment and appropriation of additional funds from the Consolidated Fund of the Union territory of Jammu and Kashmir for the financial year 2023-24. The Act specifically permits the payment and application of sums aggregating to eight thousand seven hundred twelve crore, eighty-nine lakh and seventy-two thousand rupees (Rs. 8,712,89,72,000) as supplementary grants. These funds are designated for defraying various charges that will arise during the specified financial year. The Act mandates that the authorised sums be appropriated for the services and purposes detailed in its Schedule, which includes allocations for departments such as Power Development, Finance, Hospitality and Protocol, and Cooperative.
The legislative intent behind the Jammu and Kashmir Appropriation Act, 2024, was to ensure the continued and effective functioning of government services within the Union territory by providing necessary supplementary financial resources. This Act addresses the requirement for additional expenditure beyond what was initially sanctioned in the annual budget for the financial year 2023-24. The Parliament, exercising powers vested under the Jammu and Kashmir Reorganisation Act, 2019, passed this legislation to facilitate the smooth operation of various governmental departments and projects. The legislation provided: “An Act to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of the Union territory of Jammu and Kashmir for the services of the financial year 2023-24.” This measure ensures that critical services, particularly in sectors like power development and finance, receive the necessary funding to meet their commitments and operational requirements for the remainder of the financial year. The Act serves as a crucial financial mechanism to bridge any budgetary gaps that emerged during the fiscal period, thereby upholding the government's ability to deliver public services and execute planned initiatives in Jammu and Kashmir.
