Post Office Regulations Updated to Introduce OTP-Based Delivery and Streamline Speed Post Services

The Ministry of Communications, Department of Posts, issued a significant notification on September 25, 2025, introducing the Post Office (Fourth Amendment) Regulations, 2025. These regulations, made in exercise of powers conferred by section 13 of the Post Office Act, 2023 (43 of 2023), with the prior approval of the Central Government, further amend the principal Post Office Regulations, 2024. The amendments are set to come into force on October 1, 2025, and aim to modernize and enhance the services offered by the postal department, particularly focusing on Speed Post items.

A key change introduced by these regulations is the redefinition of "Registration" or "Registered Post" to specifically mean a value-added service for Speed Post items, encompassing both documents and parcels, intended for addressee-specific delivery. This clarifies the scope and nature of registered post services within the Speed Post framework. Furthermore, the regulations substitute sub-regulation (2) of regulation 98, stipulating that the postage for Speed Post Parcel and Speed Post Document will now be detailed in new TABLE IV and TABLE IV A of Schedule I, indicating a revised and more granular fee structure. Regulation 132 has been omitted entirely, and in regulation 133, sub-regulation (1), the phrase "Any accountable item" has been replaced with "Speed Post item," further emphasizing the focus on Speed Post for accountable deliveries. A notable new feature is the introduction of One Time Password (OTP) based delivery, allowing senders to opt for this service upon payment of a specified fee, ensuring that the item is delivered only when the addressee provides the OTP to the delivery staff. The legislation provided: “136 A.- One Time Password (OTP) based delivery. Once the sender opts for this service on payment of fees mentioned in Table IV A of Schedule IV, the item shall be delivered to the addressee only when the addressee provides the OTP to the delivery staff at the time of delivery.”

The legislative intent behind these amendments is to enhance the security, reliability, and efficiency of postal services, particularly for premium offerings like Speed Post. By redefining "Registration" and introducing OTP-based delivery, the Department of Posts addresses the need for more secure and verifiable delivery mechanisms in an increasingly digital environment. The earlier legal position, which may have had a broader or less specific definition of "Registered Post," is now streamlined to align with modern service expectations. The introduction of a separate table for Speed Post Document rates (TABLE IV A) and the clarification of "GST extra as applicable" in the schedules aim to provide greater transparency and precision in pricing. The amendments also update terminology in pre-mailing activities, replacing "Un-registered" and "registered" with "Unaccountable" and "Accountable" respectively, reflecting a more contemporary classification of postal items. These changes collectively aim to fill statutory gaps by offering new value-added services and refining existing ones, thereby improving customer experience and operational clarity for the Department of Posts.
