Railway Ministry Designates Competent Authorities for Special Projects

The Ministry of Railways (South Central Railway) issued a significant notification, S.O. 585(E), on January 31, 2025, published in the Gazette of India, to streamline the execution and management of specific railway infrastructure projects. This notification, effective from its date of publication, formally authorized a designated officer to act as the Competent Authority for several Special Railway Projects, thereby facilitating their development and operation. The legislation provided: “In exercise of the powers conferred by clause (7A) of Section 2 of the Railways Act, 1989 the Central Government hereby authorizes the officer mentioned in the column (5) of the Table below to perform the functions of the Competent Authority in respect of the Special Railway Project as mentioned in column (2) of the Table, for execution, maintenance, management and operation in the state mentioned in column (3) of the said table with effect from the date of publication of this notification in the Official Gazette.” Specifically, the Sub Collector, Rajampet, was authorized to perform the functions of the Competent Authority for three distinct Special Railway Projects located in the Annamayya district of Andhra Pradesh. These projects include the construction of Road Over Bridges (ROBs) in lieu of existing Level Crossings at various kilometer markers between Koduru and Anantarajupet Stations, at Anantarajupet Station yard, and between Reddipalli and Pullampet Stations. The designation of a Competent Authority (an official empowered to make decisions or take actions under a specific law) is crucial for the efficient handling of land acquisition, clearances, and other administrative processes essential for such large-scale infrastructure development.
