Railways Red Tariff Rules Updated to Include Liquefied Ethane Transport Specifications

The Central Government has issued the Railways Red Tariff (Second Amendment) Rules, 2025, a significant piece of delegated legislation aimed at updating the existing framework for railway freight operations. These rules, published in the Gazette of India on October 21, 2025, were enacted in exercise of the powers conferred by Section 67 and Section 87 of the Railways Act, 1989. The primary objective of this amendment is to incorporate specific provisions for the transportation of Liquefied Ethane by rail, thereby streamlining its classification and ensuring appropriate handling within the railway network. The amendment came into force on the date of its publication in the Official Gazette.

The core change introduced by these rules involves the explicit inclusion of 'Liquefied Ethane' within the Railways Red Tariff Rules, 2000. Specifically, the amendment mandates the insertion of 'Liquefied Ethane' in Table II, under column (1) which lists "Liquid Gases." Concurrently, to ensure the safe and standardized transport of this substance, the rules also specify the required packing method. The legislation provided: “...in the Table II, in column (1), under the sub heading "Liquid Gases", the item 'Liquefied Ethane', may be inserted and correspondingly in column (4), under the sub heading "Exceptional or Additional packing Rules", the item 'T-75 ISO Container' shall be inserted for 'Liquefied Ethane'.” This means that for the rail transport of Liquefied Ethane, a T-75 ISO Container is now the prescribed packing standard under the "Exceptional or Additional packing Rules" in column (4) of the same table. This amendment directly affects railway authorities, freight operators, and industries involved in the production, distribution, and transportation of Liquefied Ethane, ensuring clarity and regulatory compliance for its movement across the Indian railway system. The principal Railways Red Tariff Rules, 2000, were originally published on July 15, 2000, and had undergone a previous amendment on September 26, 2025.
