An Order published in the Rajasthan Gazette Extraordinary on October 03, 2025, formally designated a comprehensive list of villages and localities across various tehsils within the Jaipur district for purposes related to urban improvement. This significant notification, issued under the framework of the Rajasthan Urban Improvement Act, 1959, delineates specific geographical areas, thereby extending the ambit of urban planning and development regulations to these regions. The instrument, a delegated legislation, systematically categorizes these areas into three distinct parts, detailing hundreds of locations that will now fall under the purview of urban development initiatives. The issuance of such an order typically aims to facilitate structured growth, infrastructure development, and regulated land use in rapidly expanding regions. Upon its publication in the Official Gazette, the provisions of this Order will come into force, impacting local administration, landholders, and residents within the specified areas.

The legislative intent behind this Order is to streamline and enhance urban development efforts within the Jaipur district by clearly defining the geographical limits for such activities. The Rajasthan Urban Improvement Act, 1959 (UI Act 1959), serves as the foundational statutory framework for urban planning and the constitution of Urban Improvement Trusts. The earlier legal position allowed for the notification of urban areas under this Act, and this new Order builds upon that framework by providing a detailed and updated list of villages. By explicitly listing these localities, the Order addresses potential statutory gaps or ambiguities regarding the precise boundaries of areas subject to urban improvement regulations. This action is crucial for effective urban governance, enabling planned infrastructure projects, zoning regulations, and the provision of civic amenities. The Order effectively expands the scope of existing urban development policies, introducing new obligations and rights for the affected populations and local authorities concerning land use, construction, and development. The legislation provided: “Villages notified by UDH vide notification no. P.10(7) udh/97 dated 18.11.1997 under section -3 (1) of UI act 1959, for Shahpura Urban Area of Municipal Town Shahpura Gautam Nagar”, illustrating the mechanism through which specific areas are brought under the urban improvement regime. This designation ensures that development in these areas proceeds in an organized manner, preventing haphazard growth and promoting sustainable urbanisation. The enforcement mechanisms for these provisions are inherently linked to the powers vested in the Urban Improvement Trusts and other relevant authorities under the parent Act, which include powers related to land acquisition, scheme formulation, and regulatory oversight.
