Rajasthan Government Expands Jaipur Development Authority Jurisdiction to Include Over 600 Villages

The Rajasthan Urban Development Department issued a significant Notification on October 1, 2025, which came into force upon its publication in the Rajasthan Gazette Extraordinary on October 3, 2025. This delegated legislation, identified by number P.11(3)नविवि/मास्टर प्लान(जविप्रा)/2025, substantially expands the operational area of the Jaipur Development Authority (JDA) by incorporating 632 new revenue villages into its jurisdiction. The notification was issued by the State Government in exercise of powers conferred by section 2(8) of the Jaipur Development Authority Act, 1982 (Act No. 25 of 1982). The primary legal consequence of this notification is the amendment of the existing Schedule-1 of the said Act, which delineates the geographical extent of the JDA's authority. This move directly impacts the Jaipur Development Authority, the State Government's urban planning initiatives, and the residents and landowners within these newly included villages, bringing them under the JDA's planning and development control.

The legislative intent behind this notification is to ensure comprehensive and integrated urban development across the broader Jaipur region. The earlier legal position saw the JDA's jurisdiction defined by Schedule-1 of its governing Act, with certain areas, particularly those covered by Master Plans for towns like Jobner, Shahpura, and Chaksu, having a somewhat distinct status. The notification addresses statutory gaps and limitations by explicitly including villages that were previously in existence but had been inadvertently omitted from the Authority's revenue village notifications. The legislation provided: “In exercise of the powers conferred by section 2(8) of the Jaipur Development Authority Act, 1982 (Act No. 25 of 1982), the State Government hereby includes the villages mentioned in the following tables (Table-1, Table-2 and Table-3) in the existing Schedule-1 of the said Act.” This action aims to streamline urban planning and development by bringing a vast number of villages under a unified planning framework. Table-1 lists 371 new revenue villages across tehsils such as Aandhi, Bassi, Chaksu, Chomu, Dudu, Jalsu, Jamwa Ramgarh, Jobner, Kotkhawada, Kishangarh Renwal, Madhorajpura, Mauzamabad, Phagi, Phulera, Shahpura, Toonga, and Viratnagar. Table-2 further clarifies the inclusion of 47 revenue villages already notified under the Urban Improvement Act, 1959, for the urban areas of Shahpura, Jobner, and Chaksu Master Plans. Additionally, Table-3 incorporates 14 revenue villages within Jaipur and Sanganer tehsils that were part of the Jaipur City Master Development Plan-2025 but had been left out of previous JDA notifications by oversight. This consolidation ensures that all areas designated for planned growth are indeed under the JDA's purview, facilitating the implementation of the Master Development Plan and promoting orderly urban expansion.
