Sikkim Constitutes Project Management Unit for Gangtok Historic Core Development

The Government of Sikkim, through its Urban Development Department, issued Notification No. 21/UDD/2025, establishing a dedicated Project Management and Implementation Unit (PMIU) to oversee development initiatives within the historic core of the Gangtok Municipal Corporation. The notification, dated September 15, 2025, was subsequently published in the Sikkim Government Gazette Extraordinary on September 18, 2025, bringing its provisions into immediate effect. This new unit is tasked with streamlining the management and execution of critical urban projects in the designated area.

The PMIU's composition was meticulously detailed, outlining key roles and their respective departmental affiliations. The unit is to be headed by a Project Director, who will be the Chief Town Planner from the Gangtok Municipal Corporation. Other crucial positions include a Chief Technical Officer, drawn from the Urban Development Department, and a Joint Project Director, also from the Gangtok Municipal Corporation. Further roles encompass a Senior Project Manager and a Project Manager, both from the Gangtok Municipal Corporation, a Finance Officer from the Urban Development Department, and Project Architects from the Gangtok Municipal Corporation. The unit also includes Site Engineers, with two drawn from the Gangtok Municipal Corporation and two from the Urban Development Department, ensuring a collaborative approach to project execution.

The legislative intent behind the establishment of the PMIU is to provide a structured and efficient mechanism for the comprehensive management of projects within Gangtok's historic core. This move addresses the need for a specialized body capable of handling the multifaceted challenges associated with urban development in historically significant areas. The legislation provided: “To manage and implement projects within the historic core delineated within the Gangtok Municipal Corporation the State Government is hereby pleased to notify the composition of Project Management and Implementation Unit (PMIU) under Urban Development Department as under, namely:” This underscores the policy rationale to centralize and enhance oversight for these specific projects. The PMIU's terms of reference delineate a broad spectrum of responsibilities, ranging from overall project management and the finalization of procedures and guidelines, including standard bidding documents, to developing annual work plans and coordinating with various line departments for seamless project implementation.

Furthermore, the unit is mandated with robust monitoring and reporting functions, including supervising, coordinating, and monitoring the works of contractors, and preparing monthly, quarterly, and final progress reports. In terms of design, the PMIU will oversee design consultants in preparing or developing in-house Detailed Project Reports (DPRs), finalize project components and packages, and meticulously check, verify, and update designs, engineering estimates, and contract documents. The procurement process falls under its purview, involving the preparation of standard bidding documents, issuing invitations for bids, evaluating bids, and submitting reports for government approval. The unit is also responsible for advance preparation activities, such as coordinating and confirming the shifting of utilities, assessing land requirements, and evaluating environmental aspects for detailed project design. It will also prepare detailed implementation schedules and community consultation programs. Finally, the PMIU is tasked with the supervision and monitoring of works, ensuring quality control, issuing completion certificates, preparing as-built drawings, and managing accounting and reporting, including the disbursement of payments. The PMIU is designated as the executing agency, reporting directly to the Chief Secretary cum Secretary and the Secretary, Urban Development Department, signifying the high-level importance attached to its functions.
