Sikkim Enacts Law for Gurukul Vidyapeeth University Establishment

Furthermore, the University is required to reserve at least 25 percent of total seats for students domiciled in Sikkim and at least 75 percent of non-teaching posts for Sikkim domiciled persons. The University must also ensure adequate staffing with qualifications not lower than those prescribed by relevant Regulatory Bodies and is obligated to obtain accreditation from the National Assessment and Accreditation Council (NAAC) within three years of its establishment.

The University is explicitly open to all, prohibiting discrimination based on sex, race, creed, class, caste, place of birth, religious belief, or political opinion.

To ensure accountability and proper functioning, the Act establishes a robust governance structure, including a Visitor (the Governor of Sikkim), a Chancellor, a Vice-Chancellor, and key authorities such as the Governing Body, Board of Management, Academic Council, Finance Committee, and Planning Board. The State Government retains significant oversight, with powers to give directions, cause assessments, and even intervene in cases of contravention of the Act, financial mismanagement, or maladministration. This includes the power to appoint an administrator and, ultimately, to dissolve the University under specified circumstances. Financially, the University is required to establish an Endowment Fund of Rs. 2 crore as a security deposit and a General Fund for operational expenses, reinforcing its self-financed model and limiting reliance on government grants, except for specific research or program-based activities. The Act also sets out statutory timelines for infrastructure development, requiring the acquisition of at least 10 acres of land for its main campus and the construction of administrative and academic buildings within five years of its functioning, as detailed in Schedule A. A transitional provision ensures that students already enrolled in affiliated colleges before the Act's commencement can complete their courses.
