The Uttar Pradesh Government issued Notification No. 79/2025/1107/Chhappan-2025-31-2016(Stage-2A) on August 27, 2025. This instrument served as a partial modification to an earlier notification, specifically No. 43/2025/508/Chhappan-2025-31/2016(Stage-2A), which was dated April 11, 2025, and published in the Official Gazette on the same date. The original notification pertained to the acquisition of land across 14 villages for the expansion of the Noida International Airport in Jewar, covering Stage-2/Phase-2 and Stage-2/Phase-3 of the project. The latest notification, published in pursuance of Article 348(3) of the Constitution, aimed to rectify inaccuracies in the previously stated land area figures. It came into force upon its publication.

The key provisions of the August 27, 2025 notification specifically updated the land area measurements for acquisition. For Revenue Village-Banwaribas, the total area proposed for acquisition was corrected to 84.8635 hectares, revising the earlier figure of 84.7945 hectares. Similarly, for Revenue Village-Jewar Banger, the total area for acquisition was adjusted to 63.1197 hectares, up from the previously stated 63.0722 hectares. Consequently, the total land area required for the entire Noida International Airport expansion project was also updated to 1857.8871 hectares, correcting the initial figure of 1857.7706 hectares. These changes directly affect the land acquisition process under Section 11(1) of the Land Acquisition Act, 2013, impacting landowners and the project authorities involved in the airport's development.

The legislative intent behind this modification was to ensure the accuracy and precision of official records concerning land acquisition for a critical infrastructure project. The earlier legal position, as established by the April 11, 2025 notification, contained numerical discrepancies regarding the land parcels identified for acquisition. This new notification addressed these statutory gaps and issues by providing corrected figures, thereby preventing potential ambiguities or disputes in the land acquisition process. The legislation provided: “...the correct statement should be read as follows...” This directive underscores the primary objective of rectifying factual errors in the public domain. The amendment does not introduce new rights or obligations but rather clarifies existing ones by ensuring that the foundational data for land acquisition is precise. This meticulous approach is crucial for the transparent and lawful execution of large-scale public projects, such as the expansion of the Noida International Airport, which requires significant land parcels from multiple villages. The enforcement mechanism for these corrected figures is their integration into the ongoing land acquisition proceedings, ensuring all subsequent actions are based on the accurate data.
